Are any limits imposed on bar owners who want to install video lottery terminals (VLTs) at their locations?

Video lottery is available at Québec bars with an operator’s licence issued by the Régie des alcools, des courses et des jeux. VLT allocation is highly regulated and must meet many criteria.

In Québec, VLTs are installed in bars, pubs, taverns and restaurants that hold an operator’s licence issued by the Régie des alcools, des courses et des jeux (RACJ), a government agency independent from Loto-Québec and under the Ministère de la Sécurité publique’s purview. While the RACJ issues the licences, Loto-Québec decides whether or not to install VLTs at a location. Before allocating terminals, the corporation makes security checks and conducts a socio-economic and management assessment to adequately distribute VLTs across the province.
